Waste and recycling in Haringey (consultation closed)

In 2012/13 the Environment and Housing Scrutiny Panel assessed waste and recycling services in Haringey with a view to producing recommendations that could help to increase recycling in the borough. This work was in two parts:

The new waste and recycling collection system

Weekly collections for recycled waste and fortnightly collections for residual waste were introduced in Haringey via a rolling programme from west to east during 2012. The panel sought to evaluate the introductory phase of this new service, the findings from which could then further assist the planned roll-out of the service by the Council.

As part of this work the panel consulted local stakeholders (residents, councillors, council officers, residents groups and community groups) to provide feedback on the new service. In addition, the panel heard evidence from other London authorities (who operated similar schemes) to further inform policy and practice here in Haringey. The panel also undertook a number of site visits to where the new collection system had been introduced. Full details of the work programme can be seen in the scoping report (PDF, 4MB).

The conclusions and recommendations of the panel investigation in to the new waste and recycling scheme (including the results from the online survey) were documented in an interim report (PDF, 3MB) which was produced in October 2012. A Cabinet response (PDF, 738KB) was provided to these recommendation in December 2012.  The most recent update report was produced in August 2013.

Policy options to increase recycling

The second part of the panels work was to assess the range of policy options available to the Council which could help to increase recycling in the borough. The panel evaluated a number of policy options including how recycling could be increased from from flatted developments (and estates) as well as the viability of compulsory recycling schemes and recycling incentive schemes.

The panel heard evidence from a number of specialist waste agencies such as Waste Watch and the Greater London Authority. Representatives from other London boroughs also discussed with the panel their experiences of developing schemes to increase recycling. The panel also visited a number of estates  across the borough to identify ways in which recycling can be increased from flats.

The conclusions and recommendations of the panel to help the Council further improve recycling rates were documented in a follow-up report (PDF, 417KB) in April 2013. A Cabinet response (PDF, 500KB) was provided to these recommendations in June 2013.  The most recent update report was produced in October 2015.
