Cabinet Sub-Committees

The Procurement Committee meets monthly to exercise the functions of the Cabinet in respect of all contracts for procurement for works, goods or services and undertakes particular powers in respect of

  • waiver of Contract Procedure Rules where appropriate;
  • acceptance of tenders/award of contracts where appropriate;
  • approving variations, extensions and novations of contracts where appropriate;

The Committee is also responsible for an annual review of Contract Procedure Rules and receives quarterly reports in relation to 'spot contracts'. It also approves framework agreements, oversees processes and receives reports at key milestones in respect of procurement of strategic service areas and advises the Cabinet on all matters concerned with procurement generally.

The Voluntary Sector Committee agrees the awarding of grant aid to the voluntary and community sector.  It also reviews the funding of organisations where there has been a potential breach of conditions. The Committee advises the Cabinet on grant aid including overall policy and the Council’s relationship with the Voluntary Sector including the management and use of the community buildings portfolio.

The current membership of the Committee is -

Plus 2 other Members of the Cabinet.  All Members of the Cabinet act as a panel of substitutes with two selected according to whose portfolio responsibilities were relevant to the particular areas of activity under review.

Advisory Sub-Committees

The Corporate Parenting Advisory Committee is responsible for the Council’s role as corporate parent for those children and young people who are in care. It ensures that views of children in care are heard and that the life chances of children in care are maximized to aid the transition to a secure and fulfilling adulthood.

The Committee has particular responsibility to ensure that the voice and needs of disabled children are identified and provided for. It provides an advocacy function within the Children’s Trust and the Council on behalf of children in care.

The Committee also monitors the quality of care provided to children in the care of the Council and ensures that children leaving care have sustainable arrangements for their future well-being.

The Children's Safeguarding Policy and Practice Advisory Committee examines and considers the effectiveness of the Council’s policies and practice.  This includes policies and practices in schools, children’s homes and children’s centres, relating to the safeguarding of children.

The Committee also reviews the effectiveness of the arrangements for co-operation on child protection matters between partner agencies. It also considers the Council’s policies and performance relating to safeguarding through observing practice in Haringey and obtaining the views of key stakeholders to attain a qualitative understanding of safeguarding practice. The Committee makes recommendations on these matters to the Cabinet or to the Cabinet Member for Children’s Services or the Director of Children and Young People’s Service to take forward improvements to safeguarding of children.

The Adult Safeguarding Policy & Practice Advisory Committee examines and reviews the effectiveness of the Council’s policies and practice in relation to the Safeguarding of Adults including the effectiveness of arrangements for co-operation; and joint working of adults safeguarding issues between partner agencies.

The Committee has responsibility by obtaining the views of key stakeholders to obtain a qualitative understanding of how safeguarding processes are working to protect vulnerable adults, as well as to consider the Council’s policies and performance in relation to safeguarding adults through observing practice within Haringey. The Committee also has responsibility to make recommendations on these issues to the Cabinet, the Cabinet Member for Adult and Community Services and the Assistant Director for Safeguarding in order to take forward and drive improvements to safeguarding adults within the borough.
