Anti-Social Behaviour Strategy
Background
Haringey’s Crime and Drugs Audit 2001-2004 has highlighted Anti-Social Behaviour as a key priority for residents. The Crime and Disorder Reduction Partnership (CDRP) in Haringey has created a dedicated Anti-Social Behaviour Action Team (ASBAT) to tackle Anti-Social Behaviour (ASB) cases and co-ordinate activity with the Police, Primary Care Trust, Mental Health Trust, Crown Prosecution Service, Victim Support, London Fire Brigade and many others. The ASB Partnership Board chaired by our Lead Member for Crime and Community Safety, Councillor Nilgun Canver, pulls together all those partners (statutory and non statutory) that work together to tackle ASB in Haringey, it also oversees the implementation of our ASB Strategy. In addition, the CDRP works closely with Housing Associations in Haringey to target ASB by hosting an ASB Housing Association Group every quarter.
Enviro-crime such as abandoned cars, fly-tipping and noise are dealt with by dedicated teams in the Council and the more serious cases are passed to our Heavy Enforcement Team (HET) for action. In addition, the HET also deal with nuisance/unauthorised premises and rogue traders.

The ASB agenda is a wide one and, among other things, can cover: graffiti, abandoned cars and harassment.
Our enforcement achievements to date are divided into two areas, those dealt with by the ASBAT and those by Enforcement Services.
ASBAT figures (since 2003) include:
- 48 – ASBOs Total number currently held includes the ASBAT, Police, Magistrates and Housing Associations (the emphasis is on prevention and this figure excludes police post conviction ASBOs)
- 71 – ABCs (Acceptable Behaviour Contracts)
- 57 – injunctions
- 74 – Crack House Closure Orders in 11 months (the highest in London)
- 2 – Dispersal Orders
Enforcement Services figures (covering the financial year 2005/06) include:
- 3890 Fly-tipping
- 134 Graffiti sites reported
- 242 Abandoned/Untaxed vehicles removed
- 97 Crime reported to the police (by the wardens)
- 218 Illegal Traders dealt with
- 525 Fixed Penalty Notices issued for littering and dog fouling
- 815 Notices served for skips/scaffolding
- 7923 Noise Team complaints
Safer Neighbourhood Teams
Safer Neighbourhood Teams were rolled out across the 19 wards in the borough in April 2006.
In 11 wards, where the teams are more established, they consist of 1 Police Sergeant (PS), 2 Police Constables(PCs) and 3 Police Community Support Officers (PCSOs). The remaining 8 wards are being covered by a slightly reduced team of 1 Sergeant, 1 Police Constable and 1 Police Community Support Officer. Throughout the rest of the year these teams will be brought up to the full team strength.
The aim of these teams is to tackle ASB and local problems. Local residents are given a real say in deciding the priorities for their area, allowing Safer Neighbourhood Teams to provide local solutions to local problems, while maintaining a focus on reducing priority crime. The roll out of Safer Neighbourhoods Teams across London has been completed a full 2 years ahead of the National Policing requirement. This means that 630 teams are now in place, covering the 624 wards in London.

Further achievements include:
- Better Haringey Initiative has invested £5 million in an environmental improvement programme to make Haringey Cleaner, Greener and Safer. Dedicated teams such as the Graffiti Team, Abandoned Vehicles Team, Fly-tipping Team and a Noise Team deal with enviro-crime.
- The CDRP has worked in partnership with Government Office for London to host a Pan-London Good Practice Seminar on applying new research tools to tackle ASB effectively.
- All our Crime and Disorder Reduction Partners and in particular Housing Associations in Haringey have signed a new updated Information Sharing Protocol with a specific focus on ASB.
- Area Assemblies have been set up to enable local residents to contribute ideas on how we can improve the area where they live, including tackling ASB. They are also assigned a budget to implement changes.
- The ASBAT have been nominated for team of the year in the Chartered Institute of Housing Public Sector Awards. The judging will take place in September. The ASBAT are also being nominated for the Guardian Public Sector Team of the year award.
Way forward
- Using data from all those involved in tackling ASB, including Council services we will map and analyse ASB to target resources intelligently. We also use this to monitor our effectiveness.
- As one of the first projects of its kind in the country, Haringey’s CDRP has recently co-hosted a workshop with the ASB Unit at a national Home Office & Association of Chief Police Officers Research and Development Conference on this ASB data mapping and analysis work.
- Use ASB data analysis to initiate problem-solving approach with partners in key ASB hotspots.
- Promote and develop working relationship between mental health services and related ASB partners.
- Better promote Haringey’s ASB services and communicate successes to members of the public.
- Co-ordinate a range of services in areas with several, inter-related problems and activity including ASB
