Community Right to Challenge

The Localism Act 2011 has created the Community Right to Challenge which will give community and voluntary sector organisations and groups of council staff the right to ‘challenge’ local authorities by putting forward an expression of interest in running local services.

A successful challenge would result in a competitive procurement exercise in which the challenger would be able to take part along with other interested organisations.

The Community Right to Challenge came into force on 27 June 2012.

Submitting an Expression of Interest

The council has set a window for receiving expressions of interest which runs annually from 1 March to 30 April. We have designed a form to help you with your Expression of Interest. This is available to download from the attached files section below.

How long will it take to process an Expression of Interest?

Haringey Council will only receive expressions of interest during the window mentioned above. We anticipate that it will take up to 5 months for expressions of interest to be assessed.

If an expression of interest is accepted, we would expect the procurement process to start between three and six months after the decision to accept the expression of interest. Complex procurement exercises could take up to nine months.

These timelines are indicative and expressions of interest will be dealt with on an individual basis. Some will take longer than others to process and we will write to the person or group submitting the expression of interest at the time to let them know more about how long it will take.
