If you wish to hold an ad-hoc event in Haringey where alcohol and/or entertainment are provided, you must give a temporary event notice (TEN) to us no later than ten working days before the event. If the premises where the event is to be held is in areas governed by two or more local authorities applications must be made to each.
You must also give a copy of the notice to the police no later than ten working days before the event if you are applying by post.
You must be 18 years or older to give a TEN and can give a maximum of five TENs per year. If you are a personal licence holder, you can give a maximum of 50 TENs per year.
Your event must involve no more than 499 people at any one time and last no more than 96 hours with a minimum of 24 hours between events. No individual premises may be used more than twelve times per year. No premises may be used for more than 15 days per year in total.
The temporary event notice must be available for inspection at any given time during the event, and the premise user must be responsible for licensable activity taking place on the premises. Please ensure that all applicants read and familiarise themselves with the conditions on the application form.

Eligibility criteria
The temporary event notice should contain:
- if alcohol is to be supplied, a statement confirming that it is a condition of using the premises that the supplies are made under your authority.
- a statement relating to certain matters.
- any other required information.
The matters referred to above are:
- details of the licensable activities.
- the event period.
- the times when during that period the activities will take place.
- the maximum number of people proposed to be allowed on the premises
- any other required matters.
Application Evaluation Process
If the TEN is given in writing by post, it must be in duplicate, and must be received by us at least ten working days before the event. If you apply online, you need only complete the form once. A fee of £21 is payable with the notice.
We will acknowledge receipt of the notice by giving a notice to you before the end of the first working day it was received or before the end of the second working day if the day the notice was received is not a working day.
If you apply by post you must also give notice to the Police Licensing Officer of Metropolitan Police Service no later than ten working days before the event. If you apply online we will send a copy of your notice to the police for you. The address of the relevant police station is:

The Police Licensing Officer who receives a notice and believes that the event would undermine crime prevention objectives can serve an objection notice on us. This notice must be served within two working days of receipt of your temporary event notice.
Where an objection notice is served we must hold a hearing to determine whether we will allow the event to take place or whether we will issue a counter notice. We may issue a counter notice which would prevent the event from going ahead if we consider it necessary for the promotion of the crime prevention objective. In either case we must make a decision at least 24 hours before the beginning of the event.
A police chief may contact you to discuss modifying your TEN, and if you agree to any changes any police objection notice will be deemed to have been withdrawn.
We may issue a counter notice where we believe you have exceeded the number of TENs permitted by the Licensing Act., which are 12 notices per premises per calendar year.

Yes. This means you will be able to act as though your notice is granted if you have not heard from us after ten working days.
Where tacit consent is applicable, it only applies for licences / registrations that are submitted electronically or the business can show proof of delivery from a post office or recognised courier.

Terms and conditions
- We cannot accept liability if payment is refused or declined by the card supplier.
- If the card supplier declines payment, the Council is under no obligation to bring this fact to the customer's attention.
- Customers should check with their card supplier to ensure that payment has been deducted from their relevant account.
- Due to end of day processing, this service will not be available between 10pm and 11pm every weekday evening (Mon- Fri).
- Users should note that any payments in process after the 10pm deadline need to be completed by 10.05pm.

If a counter notice is given in relation to an objection notice the applicant may appeal against the decision. Appeals must be made to the local Magistrates' court within 21 days. An appeal may not be brought later than five working days from the day of the planned event.

Other Redress
If a licensing authority decides not to issue a counter notice in relation to an objection notice the chief police officer can appeal the decision. Appeals must be made to the local Magistrates' court within 21 days. An appeal may not be brought later than five working days from the day of the planned event.
