These are premises, which provide a wide variety of treatments, the main ones being sauna, massage and sunbeds.

Special treatments also include all beauty treatments provided by salons ie leg waxing, manicure, and pedicure, facials, eyelash tinting, electrolysis etc.

Besides the premises for special treatment having to be licensed, the therapist who provides the treatment also has to be registered with the council. Treatments are given by persons who are approved by the Council.

The Council will only approve people that are appropriately qualified and experienced. Checks are also made to ensure that every qualification certificate received is authentic and checks are also made for any previous criminal convictions against the licence applicant.

It is an offence for any person to administer or advertise the availability of a special treatment, without a licence; unless there is an exemption in force. Any person found guilty of an offence may be liable on summary conviction to a fine of up to £2,500.

You may also be required to give notice of your application to the local Chief constable. In Greater London you must also provide a copy of the application to the London Fire and Emergency Planning Authority.

You may also be required to give other notices, including public advertisement.

This licence may be required in addition to a skin piercing, tattooing or acupuncture licence required under the Local Government (Miscellaneous Provisions) 1982.

Eligibility criteria

Your application may be refused for one of the following reasons:

  • the premises are not suitable, don't have safe heating, satisfactory lighting, sanitation, ventilation and don't have adequate fire precautions including fire fighting equipment and fire escapes
  • there is a likelihood of nuisance being caused in the area
  • the person who will manage the premises is not fit and proper
  • the people giving the treatments are not suitably qualified
  • the safety of equipment is not satisfactory
  • there is question as to the safety of the treatment being given
  • you have been convicted of particular offences
  • you fail to comply with any legal requirements

Application evaluation process

The Local Authority will take into account any representations made by the Metropolitan Police Service and the London Fire and Emergency Planning Authority (LFEPA) regarding your application.

Will Tacit Consent apply?

Yes. This means that you will be able to act as though your application is granted if you have not heard from the local authority by the end of the target completion period which will be 35 days.

Terms and conditions

  1. We cannot accept liability if payment is refused or declined by the card supplier.
  2. If the card supplier declines payment, the Council is under no obligation to bring this fact to the customer's attention.
  3. Customers should check with their card supplier to ensure that payment has been deducted from their relevant account.
  4. Due to end of day processing, this service will not be available between 10pm and 11pm every weekday evening (Mon to Fri).
  5. Users should note that any payments in process after the 10pm deadline need to be completed by 10.05pm.

Failed application redress

Please contact us in the first instance.

If you wish to appeal against a decision of the local authority you may do so to the local Magistrates' Court. Appeals must be made within 21 days of the date you received notification of the decision in writing. Magistrates' court decisions can be appealed to the Crown Court.

Consumer Complaint

We would always advise that in the event of a complaint the first contact is made with the trader by you - preferably in the form a letter (with proof of delivery). If that has not worked, if you are located in the UK, Consumer Direct will give you advice. From outside the UK contact the UK European Consumer Centre.

List of current licences up for renewal

The 30 September is the final renewal date for the Massage and Special Treatment licensed premises in Haringey. A list of these premises is attached below. Anyone wishing to object to these licences being issued must give notice in writing to the Licensing Team, Units 271-272 Lee Valley Technopark, Ashley Road, Tottenham, London, N17 9LN.
