Heritage and Conservation Regeneration Projects
Haringey Council has been successfully awarded grant funding to support various heritage and conservation projects, including those listed below. We are aiming to create economic vitality and places where people want to live, work and visit.
Working in partnership with the local community and external bodies such as Historic England, Heritage Lottery Fund and the GLA, the council has completed a raft of improvements.
Current Projects
North Tottenham Townscape Heritage Initiative (THI) 2015 - present
Scope
The Townscape Heritage Initiative is a National Heritage Lottery Funded (NHLF) programme to restore historic buildings in North Tottenham. The scheme will preserve and enhance the special character and appearance of the conservation area along Tottenham High Road, by carrying out vital building conservation repair works to improve the external fabric of key buildings and shop fronts.
Objectives of the project include:
- Improve the appearance of historic buildings with good quality design and encourage people to shop
- Provide opportunities for local people to learn about the heritage of Tottenham and become involved in its restoration and maintenance
- Create an attractive environment that people can take pride in
Programme delivery is divided into two phases
Phase One: permission to start construction was granted on 3 July 2017 and practical completion of the conservation works to 14 historic properties was achieved in June 2018. The total construction costs for Phase One totalled £1,140,487.
Phase Two: There is a programme of enhancements expected for:
- 775 High Road - repairs to the external facade and shop front improvements (including signage)
- 785 High Road - repairs to the external facade and shop front (including signage)
- 781 High Road - restoration of entrance adjacent to shop front (Betfred)
Under Phase Two Cuttle Construction have been awarded the Principal Contractor role on the project. Cuttle commenced works as of 14 September 2020. With scaffolding erected, Cuttle have begun to open-up the shop front facades with restoration works being undertaken. Works are scheduled for completion by early 2021.
Funding
The Townscape Heritage Initiative is a joint funded venture between the National Heritage Lottery Fund, Haringey Council and property owners who are recipients of the restoration works. For each restoration project, property owners are expected to contribute 15% of the total construction costs, with the remaining capital costs met by Haringey Council and the National Heritage Lottery Fund. The total budget envelope for Phase One and Phase Two is circa £2.3m.

Alexandra Palace Regeneration 2015 - present
The £26.7 million project is starting to restore the original Victorian theatre, the former BBC studios and the East Court as an arts venue and visitor attraction, with funding from Heritage Lottery Fund and Haringey Council.

Noel Park Conservation Area Appraisal and Management Plan
Residents of the Noel Park Conservation Area have been working with Haringey Council and Historic England to produce a new document which sets out what makes the area special and how best to protect its historic character. It is the first time that residents have been in the driving seat when it comes to producing such a dedicated document.

Completed Heritage Restoration Projects
Greater London Authority (GLA) High Street Regeneration
Improvements to Green Lanes included restoration and renewal of building facades, shop fronts and the public realm, with active support from the Harringay Traders Association. Most of the traders have found at least a 5% increase in business turnover and footfall since the conservation works were completed. Other businesses have been inspired to restore their building facades, even though Green Lanes is not a conservation area.

Partnership Schemes in Conservation Areas (PSiCA) 2011-2015
The English Heritage Economic Regeneration grant scheme resulted in improved and refurbished properties and shop fronts, with additional funding from Haringey Council and property owners.
Four buildings in Myddleton Road, Bowes Park were attractively restored, resulting in traders reporting an increase in footfall. These improvements have inspired three other business to renovate and new shops to open on this street. Residents have set up the Myddleton Road Market N22 website (external link) to support their Local Shopping Centre.

Townscape Heritage Initiative (THI) 2008-2011
The shop fronts and exteriors of commercial properties were restored with funding from Heritage Lottery Fund, Haringey Council and the property owners. Phase I benefited from ERDF and Housing Corporation funding, with Stadium Housing Association refurbishing the residential units on the upper floors.

- Bruce Grove, Tottenham: 512, 522-528 & 548 was completed in 2011 and Windsor Parade 538-554 and 541-543 High Road, N17 was completed in 2008.
Shutter Replacement Project 2008
The local shopping centre was improved by removing external solid shutters that hide shop fronts, attract graffiti and make the area look and feel run down, discouraging people from visiting the area. The installation of replacement open grille roller shutters were funded by LABGI (Local Area Business Growth Initiative) and the council.
This work was carried out at the following locations:

Heritage Economic Regeneration Schemes (HERS) 2006-2007
Historic buildings in Haringey were repaired as part of a Heritage Economic Regeneration Scheme (HERS), with funding from English Heritage, European Regional Development Fund (ERDF), Haringey Council and property owners.
The HERS programme was part of a wider strategy adopted by the council to regenerate these areas. Repairs included the facades and shop fronts of historic buildings.
